Welcome to the Ports, Maritime & Waterways (PMW) Forum

Whilst being three very different areas within logistics, Ports, Maritime and Waterways are all vital elements of the supply chain. The PMW Forum is the only one which looks at the holistic overview of how these three sectors operate and interact with each other. 

We have established this Forum because these areas are often overlooked within general logistics, but without them most supply chains would not function.

The maritime sector is global in nature and growing, with ships carrying 80% of global trade. Seaborne trade is predicted to double by 2030 in line with the forecast growth in international trade. Around 95% of the goods imported and exported by the UK are transported by sea. This includes about 40% of our food and about one quarter of our energy. An effective ports and shipping sector is vital to generating growth across the whole UK economy and increasing exports from the UK.

Representation
The PMW represents the UK on the CNE (Committee of North Sea Ports)

Current areas being addressed within the Forum include:
  • Overweight Containers
  • EU Port Service Regulation proposal
  • The Union Customs Code
  • Misdeclaration of goods
New International Maritime Organisation (IMO) regulations addressing the issue of overweight containers will become mandatory from 1 July 2016. The Forum looks to bring all interested parties together to discuss, both online and in person, at our events how the new legislation can be implemented with minimum disruption to the supply chain and organisations within the sectors. Please click here for the latest press release offering clarity on new container weighing regulations.
While claiming to promote competition, the EU proposal would impose unnecessary cost and bureaucracy on UK ports and prevent them from operating as commercial businesses. As the industry has demonstrated, the UK ports sector is already strongly underpinned by the principles of competition and therefore these proposals are not needed. This proposal would put essential future investment in UK ports at risk.

The UCC is being introduced across the European Union (EU) on 1 May 2016. There will be a number of changes on how goods cross EU borders and some transitional arrangements will operate until 2020.

The main changes from 1 May 2016 are:

  • mandatory guarantees for most special procedures and temporary storage (TS) – this only applies to new authorisations
  • the ability to make some movements under TS rather than national transit or Electronic Transit System (ETS) – formerly New Computerised Transit System (NCTS)
  • the removal of the earlier sales provisions relating to valuation – but there are some transitional arrangements
  • all communications between customs authorities and economic operators must be electronic

HMRC expects that some changes to economic operators’ systems will be needed. However, this will depend on which authorisations are held and what procedures or processes individual businesses use.

Every day thousands of containers carrying dangerous goods are carried on ships. Many of these are potentially a major hazard unless the dangerous goods inside the containers have been properly identified to the shipping line, packed and secured to make them safe against the predictable stresses the load will endure during carriage by sea, particularly in bad weather.

  • Be the voice for the sectors
  • Promote and encourage professional development within the sector
  • React speedily to current/topical matters of interest or affecting to the sectors
  • Arrange for events and presentations on PMW matters
  • Provide a conduit for PMW members within CILT and wider communities 
  • Respond to consultation documents and committees
  • Provide information on industry based CILT courses
  • Promote the sector as a fantastic career choice – highlighting the diverse opportunities and career paths

How the Forum works

The PMW Forum is managed by a committee, comprising a Chair and committee members. The committee is open and we welcome anyone who wishes to become involved. Committee members are expected to actively contribute and help steer and guide the Forum using their areas of expertise and knowledge.

Mission statement

Our purpose is to provide members with a platform to explore the critical issues of the day affecting you and your business. We aim to cover the interests of all those involved in waterborne transport both domestically and internationally. This sector’s work will include freight, trade, port, operations, passenger, cruise terminals and safety matters.
