Professor Scott Arthur is a civil engineer by profession, and represents the Colinton, Oxgangs and Fairmilehead Ward. He became Edinburgh’s transport chair after the May 2022 election brought to power a minority Labour administration. In February 2023 Edinburgh Council approved a three-month consultation period on plans to reshape the city's transport network as it bids to reach net zero by 2030 with a 30% reduction in car journeys. The proposed £1bn transition over seven years will include more bus and cycle lanes and wider footpaths, as well as further tram extensions and a ferry link to Fife.
