New leaflets guide businesses on Border Target Operating Model

The government has published a series of information leaflets for businesses to help prepare for a new approach when importing goods to Great Britain under the final Border Target Operating Model.

This highlights new procedures for security, sanitary and phytosanitary controls on goods entering Great Britain that have progressively been introduced by the end of January, the Government said.

The model aims to simplify and digitise border processes, with an emphasis on a single trade window for declarations. It responds to feedback gathered during earlier consultations.

Collaboration with the devolved administrations of Scotland, Wales and Northern Ireland fed into the finalised plans. 

Importers of animals, plants and related products can already check the risk category their goods fall under in the new system. This allows businesses to prepare for upcoming changes.

Categories cover imports from both EU and non-EU countries. The model outlines milestones for implementation, with the government committing to work closely with industry stakeholders throughout the transition.

The Cabinet Office simultaneously published the Ecosystem of Trust Evaluation Report 2023 alongside the Border Target Operating Model.

In addition, the government has issued guidance leaflets to help companies adapt to the new border regime and requirements.

The finalised operating model aims to smooth trade flows as import controls ramp up following Brexit. Officials described the plans as a milestone on the path to a modernised, digitally enabled border.
