The Union Customs Code (UCC) came into effect on 1st May and all non-EU cross border goods movements are now governed by the new law. HMRC made the changes operational on CHIEF from 3rd May in order to avoid the Bank Holiday. The 600+ pages of legislation cover all areas of goods movements and all types of customs documentation, systems and compliance. Everyone in the international supply chain from owner drivers to warehouse operators to freight agents and all levels of logistics providers will see alterations to existing practice. Attaining Authorised Economic Operator (AEO) certification has become the best way to reduce the burden and lessen costs. CILT has now moved from trying to mitigate the impact of the worst of the changes to explaining the new rules to members.
