The rail industry has never been more important to the UK economy. Rail freight volumes are growing and in recent years (at least until the arrival of the Coronavirus pandemic) passenger journeys have been hitting all-time highs. Whether it is delivering food to our supermarkets during the pandemic, supporting alternative post - Brexit supply chains, improving access to education, health and work opportunities, or enabling the decarbonisation of surface transport; rail is an essential public service.
It is now 25 years since the last major industry wide restructuring, which split railway infrastructure (the “Network”) from train operations. The modern railway comprises an extensive supply chain of public and privately owned enterprises delivering over 16 billion net tonne kilometres of freight and 1.7 billion passenger journeys per year. While the pandemic has meant that the government has entered in to new arrangements with passenger operators, most of the operational structure remains unaltered.
The pace of change is accelerating with new routes proposed, such as East - West Rail; and others under construction, e.g. Crossrail and HS2, and major enhancements such as Northern Powerhouse Rail. New forms of motive power are being developed with prototype battery and hydrogen powered trains now under test.
The increasing demands being made on the network have already seen proposals for changes to the industry drawn up and the pandemic has exposed the necessity for further review and evolution.
For our “beginners guide” to the rail industry the chairs of two CILT forums: Martin Fleetwood - Strategic Rail Policy Group Julian Worth - Rail Freight Forum They will outline the current industry structure, identify some of the challenges faced by rail, and describe possible future developments in both organisation and operation.
