• Develop suggestions for membership to assist companies overcoming the barriers to membership regardless of their scale or industry sub-sector.
• Assess the suitability of FORS as a quality management business readiness tool to reflect the needs of Northern cities
• Reveal underlying links between operator schemes, membership and management theory.
