Keith Williams, independent Chair of the Rail Review, has said that the UK’s rail franchising system has “had its day”.

Speaking at a Northern Powerhouse Partnership event on 16th July, Williams, who is leading the government-commissioned review into how to improve the industry, said the franchising model needed to be replaced by a “new commercial model” that worked in the interests of passengers.
