Three new non-executive directors have been appointed to the Office of Rail Regulation to strengthen oversight of the industry.
The government says the appointments will facilitate Network Rail's £38 billion programme to maintain and enhance the country's railways over the next five years.
Bob Holland has had 40 years' experience in the transport sector and has worked for both First Group and Arriva. He has been responsible for a number of different business models, including franchises, concessions, open access and rail maintenance businesses.
Michael Luger is a PhD public sector economist and has served on the boards of several major public sector and not-for-profit organisations.
Justin McCracken was chief executive of the UK Health Protection Agency from 2008-2013, prior to which he was deputy chief executive of the Health & Safety Executive.
Transport secretary Patrick McLoughlin said the appointments will hold Network Rail to account and provide value for money for taxpayers, helping to ensure the UK's railways remain among the safest in the world.
