The Davies Commission has been accused of favouring London and the south-east.
According to the Greater Birmingham Chamber of Commerce, the options do not consider the need for aviation capacity in the Midlands and beyond.
Birmingham Airport did not make the shortlist for the interim report yesterday (December 17th), which highlighted options to expand Heathrow and Gatwick instead.
The organisation's chief executive Jerry Blackett said the city was just one example of many in the UK set to grow rapidly, with a similar need for direct services.
"In focussing on aviation supply in London and the south-east, the report looks like a sticking plaster job only for the UK economy as a whole," he added.
While it was not included in the shortlist, the Davies Commission stated it will re-consider the need to expand the airport. As part of its expectations for 2030, its long term goals may include a new runway in Birmingham in 2050.
Mr Blackett also argues the findings do not reflect other areas of the city's growing transport infrastructure, such as the HS2 route.
