The National Union of Rail, Maritime and Transport (RMT) Workers wants to protect rail workers with additional pay during the 2014 Commonwealth Games.
It expects the event to draw large numbers, adding to the demand on services. Similar to its actions in both the London Olympic and Paralympic Games, RMT wants to establish agreements which cover this increase.
As a result, it is calling on both train companies and Network Rail to begin negotiations.
Alongside passengers, the 4,500 athletes participating in the games will need to get to and from the athlete's village and venues, adding to the city's capacity.
Speaking to the BBC, a spokesman for ScotRail said: "Together with our partners, we are making good progress in our preparations for Glasgow 2014."
He added the company will enter talks with RMT, but could face additional costs when offering expanded services.
The union also states such agreements must be made on a flat rate understanding and applied to all grades on an equal basis.
