Title: The Changing Face of Transport Planning

Paul will address the University of Kent’s MSc Urban Planning and Resilience students on the subject of transport planning and specifically the significant shifts in transport planning policy and practice that are occurring following the publication of Department for Transport Circular 01/2022 and recent and proposed updates to the National Planning Policy Framework.

This moves away from the traditional ‘predict and provide’ approach that has held sway since the 1960s to a ‘vision and validate’ approach, which seeks to provide for a scenario where a reduction in car-based journeys is foreseen as the ‘new normal’. Whilst this creates significant opportunities to deliver truly sustainable development in transport terms, there are nevertheless as number of potential challenges to this approach, as Paul will explain.
