It has often been said that transport is in an age of disruptive change. Long-held assumptions about links between the transport and economy have been challenged by new evidence. Barely a day goes by without a new mobility service, start-up, driverless car, hyperloop, or something else futuristic being announced. This poses a significant challenge to policy makers. How can we provide a transport system that is fit for the future?

Framing how you think about the future is the first step to developing robust, evidence-led strategies. Scenario testing has often been used by transport planners for business case development, and predictions have been used to write policy.

This course will focus on how to create future scenarios as a starting point against which to develop your future mobility strategies. It will introduce you to trend analysis, creating a vision, understanding uncertainties, and all the components of a good quality future scenario.

In 2016 1,792 people died in traffic accidents in Great Britain, a 4% increase from 2015. Although Great Britain is one of the best performing countries in the world when it comes to road safety, there are still improvements that can be made to reduce the number of deaths and injuries occurring on our roads.

This course will introduce delegates to the causes of accidents and how they can be addressed by engineering, education and enforcement. It will particularly focus on the use of road safety audits as one way of ensuring that safety is given sufficient consideration in the design process.

Increasing importance is now being placed on the role of consultation and public participation as part of the policy and infrastructure scheme development process. Policy and best practice guidance encourages those involved, national and local government agencies, other public sector bodies, developers, and other agencies, to consider using both established innovative tools to engage with communities.

Not only is it important to ensure that public sector bodies ‘tick the boxes’ for public participation, but it is also important to ensure that projects achieve buy-in from the communities that they affect and reach people traditionally excluded from the conversation on built environment issues.

This course sets out what responsible organisations must do to enable inclusive development. In addition, and possibly even more important, it demonstrates, through practical case studies, the difference between running public participation well and running it badly.

This one-day course will highlight common mistakes that can occur
during the planning and design of bus interchanges and infrastructure. Exploring issues that may at first appear minor, but if not identified and addressed early can result in challenging and costly remedial work during the construction and post opening phases of the project.

Many of these design issues occur because the designers or those approving the design may lack the specialist knowledge of bus interchange requirements, vehicle manoeuvrability and transport operations. Taught through practical examples and case studies, the course will provide an introduction to the topic, allowing potential issues to be recognised and removed at the design stage enabling costly and time consuming issues to be avoided.

This course explores different approaches to making cycling feel convenient and safe in urban areas, illustrated by case studies of innovative cycle infrastructure design. We will help you to understand how to plan networks and interventions to suit different circumstances. We will show the best available methods for designing for cyclists at junctions, main roads and quieter streets.

Cycling is quickly becoming established as a mainstream mode of transport, especially in our larger cities. All the evidence point to its benefits: quicker journeys in urban areas, improved access to jobs and services, reduced congestion, better health and liveability. Getting more people, of all ages and abilities, onto bikes is a key ingredient in the recipe for delivering better, more competitive and more progressive cities.

Retro-fitting high quality cycling infrastructure is a significant challenge for engineers. Restricted space, UK driving rules and culture and political support are key challenges.

Speaker: Road Safety Consultant – The Graham Feest Consultancy incorporating the UK Road Safety Network

This is an interactive session incorporating presentation, debate/ discussion and opinion on a range of topical issues which are currently influencing the road and traffic safety agenda. A brief introduction will look at the current road casualty figures and this will be followed by a randomly selected number of topics hidden behind a grid upon which the remainder of the spontaneity delivered evening will proceed. The breadth of the discussion will be in the hands of the people participating and will provide no doubt for some strong opinion and lively discussion. The grid which contains some thirty subject areas will never be fully exhausted as experience has shown that rarely to reveal more than three or four in the course of the session depending of course on how the debate proceeds.

Whilst the topics are unknown it could be that you become forced take issue with the presenter as he  may dismiss the lowering of the drink drive limit;  stun the real value of introducing a graduated licensing system; considers that LGV’s on the motorway should only be permitted in the inside lane; people who speed should be disqualified on first offence for at least six months and drivers or their passengers who fail to wear seat belts should be given a minimum fine of £1,000 with a licence endorsement of at least 6 points. Well you need to come and see if these are the values of the speaker and if the topic arises then you might just be able to put your point of view across.

Whatever the topic there will be an opportunity for knowledge gain from both presenter and participants.


About Graham Feest

Graham is a UK based Road Safety Consultant.   He is an experienced Road Safety Practitioner starting his career with Worthing Borough Council in 1974.   In 1984 he moved to West Sussex County Council where he became Senior Road Safety Officer with specific responsibilities for Education Development.   He was appointed County Road Safety Officer for Northamptonshire in 1989 a post, which he held until May 2001 joining the Institute of Advanced Motorists as Head of Road Safety until the end of 2003.   He is qualified to teach at both Further and Adult Education Centres.
He is Chairman of the UK National Road Safety Committee, Chairman of the Institute of Master Tutors of Driving and the Road Safety Advisor to the ADI National Joint Council.   He is also a member of the Parliamentary Advisory Council for Transport Safety and serves on their Road User Behaviour Working Group. 
He speaks regularly at National and local conferences both at home and overseas as well as supporting the local groups of IAM RoadSmart, RoSPA Advanced Drivers and Riders and the local network of driver trainers. In addition he organises and conducts conferences promoted by his own consultancy throughout the UK along with other events and activities. As part of his consultancy he also set up the UK Road Safety Network.
Graham is an Honorary Life Member of the Association of Industrial Road Safety Officers, Honorary Member of the Institute of Large Goods Vehicle Driving Instructors, and a Fellow of the Institute of Master Tutors of Driving.   He has been Vice Chairman of the Local Authority Road Safety Officers Association (now Road Safety GB), a past Secretary and founder member of the Association of National Driver Improvement Scheme Providers and a former member of the Prince Michael International Road Safety Awards Advisory Panel. He was a member of the Steering Committee set up to develop the Driving for Better Business Programme. Graham was Secretary of AIRSO (Association of Industrial Road Safety Officers) for 25 years initially alongside his other employment and for twelve years running the Association as part of his consultancy. He relinquished that appointment in March 2016.

Following an overview of the entire scheme appraisal process on day one, the second day will focus on the economic case and the principles, tools and techniques used in economic appraisal, including cost-benefit analysis, discounting and presentation of results. The course will be delivered through a combination of presentations and workshops.
