Richard George and Sir Andrew Haines have been appointed to lead two key railway organisations as the industry undergoes
significant restructuring.
Richard will take up the position of Chair at Network Rail, the public body responsible for Britain's railway infrastructure. He brings 45 years of transport sector experience, including previous roles at Great Western Trains and as HS1 Project Director for Eurostar.
Sir Andrew Haines will chair the Department for Transport Operator Limited (DFTO), which is overseeing the transition of train services into public ownership. He served as Network Rail's Chief Executive from 2018 to 2025.
Both appointments take effect on 2 February 2026.
Transport Secretary Heidi Alexander said: "Richard and Sir Andrew both bring a wealth of experience, helping to improve passenger experience and operational performance, supporting the integration of our railways and building towards the world-class railway we will see under Great British Railways."
Sir Andrew Haines said: "I am delighted to be joining DFTO at this pivotal time, as it focuses on its mission of successfully bringing more services into public ownership, improving passenger experience and helping create Great British Railways."
