Developing A National Approach to Managing Disruption

This webinar session will explore how the UK can move toward a more consistent and strategic approach to disruption planning and mitigation. It will outline the benefits of Travel Demand Management (TDM) being implemented in conjunction with planned works to the network and provide a platform for practitioners, policymakers, and industry experts to discuss opportunities arising from the publication of the Better Connected strategy to shape thinking around potential national guidance on TDM. Purpose of the Session: The webinar will examine the need for national-level guidance to support authorities and delivery bodies in planning, communicating, and managing disruption arising from major schemes. It will look at what TDM strategies are and how these can be consistently embedded into project development, appraisal, and long-term planning. Speakers Chloe Williams (Chair)- Travel Behaviour Change Lead, Arup and TDM Forum Chair, CILT(UK) Alistair Ryder – Active Travel and Travel Demand Management, National Highways Alistair Ryder is the National Highways Team Leader for Active Travel and Travel Demand Management. Alistair has extensive experience of transport planning including active travel and integration projects, plans and strategies. In his role at National Highways, he has more recently overseen projects seeking to reduce the impact of disruption on the Strategic Road Network through presenting travel choice options. Helen Wrigley - Senior leader in Travel Demand Management, Transport for London Helen Wrigley is a senior leader in Travel Demand Management (TDM) at Transport for London, with a focus on disruption mitigation, network resilience and incident response, across large, complex transport systems. With more than 21 years at Transport for London, Helen has led the development and delivery of TDM approaches that support effective planning, governance and operational decision-making at scale. She currently leads a portfolio of strategic programmes aimed at reducing customer, operational and reputational impacts arising from major incidents, infrastructure works and major events across London’s transport network. Her work supports practical behaviour change while recognising the balance between longer-term network objectives and the immediate demands created by disruption. Dan Panes - Head of External Communications, Great Western Railway Dan Panes is Head of External Communications at Great Western Railway (GWR), where he leads strategic communications, reputation management and media relations across one of the UK’s largest rail networks. With extensive experience in crisis communications, integrated campaigns and travel demand management, he has helped coordinate customer communications and travel planning around major events including Glastonbury Festival, the Rugby World Cup, the Royal Wedding in Windsor and the UEFA Champions League Final. Dan specialises in bringing together transport operators, venues and organisers to help deliver better coordinated journeys and experiences for customers.

ANPS and MBU Review

The Government is carrying out a review of the 2018 Airports National Policy Statement (ANPS) which gave policy support for a third runway at Heathrow. A draft revised ANPS is expected to be published in July 2026. This review sets out CILT(UK)’s views on what the draft ANPS should cover.

Uncoupling with Intent - Managing Strategic Break Ups in Rail Freight

Speakers: Edward Wilson, Regional Director, Heavy Haul Rail Julian Worth, Rail Freight Forum Chair This new two‑part webinar format from the Rail Freight Forum will take members through the uncoupling of Freightliner’s bulk materials operation into a separate division, undertaken to enable the sale of the container business to CMA CGM — a transaction completed in January 2026. Part One will be delivered by Ed Wilson, Commercial Director at Heavy Haul Rail, who will guide members through the practical steps, commercial reasoning and organisational challenges involved in separating the bulk and intermodal elements of the business — and how to “uncouple a business with intent”. 'With high diesel prices hitting road haulage, rail has started the new financial year very strongly in both Intermodal and Construction. Julian Worth will review this, new gauge clearances on the Midland Main Line and new service introductions such as the Go Express fast freight service to Scotland' Part Two, to be delivered on 7 July, will be presented by Peter Graham, Policy & Government Affairs Director at Freightliner.
